STR blends a consultant’s unique problem-solving orientation with deep technical and functional domain knowledge and strong execution to help public sector clients derive real value from their software product and services investment. Whether implementing the eGrantsPlus® COTS product or building custom application capabilities, STR follows a pragmatic methodology for solution delivery.
STR’s solution delivery approach is comprised of four key phases: Define, Design, Build and Deploy. In the Define phase, base requirements are validated and mapped to core system capabilities. For new customizations, detailed functional and technical specifications are developed as part of the Design phase. The customizations are developed, tested and incorporated into the baseline system for user acceptance as part of the Build phase. In the Deploy phase, STR provides configuration, training, change management and user support consistent with the roll-out strategy for the engagement.
Reusable Artifacts. STR’s approach provides an enterprise-wide grants management baseline standard that can be leveraged to achieve efficiencies and economies of scale. This baseline standard establishes common processes and workflows using eGrantsPlus as the core system of record for grant data and transaction processing. Additionally, a reusable configuration survey is created to establish common agency-, bureau- and program-specific data collection to streamline the roll-out effort across the public sector enterprise.
Informed Decisionmaking. STR applies its core problem-solving expertise to each project engagement. Its Decision Informatics™ framework is often used to enable key client stakeholders to make the very best decisions possible. Geared toward providing timely, relevant, and focused information, Decision Informatics provides a set of decision-centered, client-focused methodologies to frame key issues, define and evaluate alternatives and determine the right course of action.
Keen Risk Mitigation Focus. Risk management is part of STR’s overall standard project management approach. Throughout the solution delivery lifecycle, STR works proactively with clients to anticipate all the things that typically and might go wrong, assess probability and impact of each, and develop and execute appropriate mitigation plans. Project Reviews, Architecture and Code Walkthroughs, and Stakeholder Briefings are conducted systematically to facilitate open and candid communications, elicit potential risks, and validate performance expectations and satisfaction.
